I think a lot of teacher place too much importance on circle time. I've even seen a teacher who would repeatedly have the children sit down at circle before she was prepared so the children were sitting and waiting while she searched for materials.

Have all the children walk quietly on the line while you play recorded music.
When the music is paused, all of the children should freeze exactly in place.
You could choose a child who did a good job freezing each time to start the music, and then pause it again.
